Remove ARCH-specific compile flags for ALPHA.

 -mno-fp-regs -ffixed-8

are used for compiling the kernel on alphas, and it seems they
were copied into nfs-utils long ago, even though they have no
relevance now.
As we now use floating point (just a little bit in nfsstat), remove
these pointless flags.
