Add ${misc:Depends} to ion3-dev

debhelper might add some dependencies this way, though I doubt it.

Install libextl-mkexports as executable

There is a lintian override for the fact that this script with a
hash-bang line is not installed with execute permission.
libextl/Makefile would install it as executable and I can't see any
explanation for the override, so let's fix it.  (Not that anyone is
likely to care about ion3-dev any more.)

Remove obsolete override

Remove executable permission from patches

These patches began life in dpatch format and were imported into svn
as executable.  Either I never fixed the permissions or git-svn failed
to import the permission change.

Apply upstream interim fixes

Add ion-3-20090526.diff.  Undo the typo in config.h and copy the
ChangeLog entries from the patch to the installed ChangeLog.
